Port State Control – Concentrated Campaign on MLC

It has been announced that Port State Control (Paris MOU) will be having a concentrated inspection campaign of the MLC 2006 from 1st September until 30th November, 2016. Please see the press release below for more details.

LAUNCH OF CONCENTRATED INSPECTION
CAMPAIGN ON MLC,2006
The Paris Memorandum of Understanding (MoU) on Port State Control will launch a
Concentrated Inspection Campaign (CIC) on the Maritime Labour Convention, 2006
(MLC,2006). The aim of the CIC is to verify that the minimum standards for working
and living conditions have been implemented on board. This inspection campaign will
be held for a period of three months, commencing from 1 September 2016 and
ending 30 November 2016.
The ship’s procedures and measures that are in place with respect to MLC,2006 will
be checked in detail for compliance with the requirements during a regular Port State
Control inspection.

Important notice for seafarers serving on Cayman Island registered vessels

Original Seafarer Qualifications to be on board at all times
Dear DPA and Yacht Management Personnel,
It has come to our attention that some vessels may be allowing their seafarers to send their original crew certificates to the relevant issuing Administration in order to re-validate or apply for new Certificate of Competencies (CoCs) whilst being signed on. Traditionally seafarers have completed this task when they are on leave to ensure compliance with STCW Reg I/2.11 which states:
“11. Subject to the provisions of Regulation I/10, paragraph 5, any certificate required by the Convention must be kept in its original form onboard the ship on which the holder is serving.”
Please will you ensure that your vessels are reminded of this formal requirement since we unfortunately had a yacht detained in Italy recently due to one of the seafarers not having their original certification on … Read More »
